Can I still use the current formulas for March Madness final four

or do they have to be adjusted for Neutral sites being played

please help I am putting money on these plays

You can still use the current formulas.  One team has to be listed as the home team on the WinPicks schedule, but WinPicks does not assign a home court advantage to tournament games (NCAA, NIT, CIT, and collegeinsider.com).  To see whether or not a home court advantage is being applied, click on the game on the "Predict Sides" screen and see if the home team's power rating is being adjusted.
